MEDDAC Fort Jackson, South Carolina 29206

(Abbreviation- HCWs = Health care workers)


U.S. Citizenship: HCWs performing under this contract shall be U.S. citizens.

English Language Requirement: The Contractor shall ensure that all HCWs providing services under this contract are able to read, write, and speak English well enough to effectively communicate.

HCW Qualifications

Degree/Education: Required to hold a Doctor of Medicine (MD) or Doctor of Osteopathy

(DO) degree from an accredited graduate school of Medicine. The physician must have completed

psychiatric residency training program approved by the Accreditation Council for Graduate Medical


Certifications: All contract service providers must possess and maintain current course completion documentation for Healthcare Provider Basic Life Support (BLS) through an American Heart Association approved training program. BLS shall be renewed prior to expiration. Online certification is not acceptable.

Experience: The Psychiatrist shall have been continuously employed in the practice of psychiatry for

at least 2 years beyond their residency prior to the commencement of services under this contract. Clinical knowledge and experience diagnosing and treating a full range of psychiatric disorders and conditions including Post Traumatic Stress Disorder (PTSD).

Board Certification: The physician must be Board Eligible or Board Certified in Psychiatry.

Licensure/Registration: All licensed personnel: All personal services contract health care

providers must maintain a current, active, valid and unrestricted license or authorizing document from

any U.S. state, District of Columbia; or U.S. territory or jurisdiction to provide health care within the

scope of practice for a specific health care discipline. This license must be current (not revoked,

suspended, or lapsed in registration), valid (the issuing authority accepts and considers QA information

(i.e. practitioner professional performance and conduct in determining continued licenses), and

unrestricted (not subject to restriction pertaining to the scope, location, or type of practice ordinarily

granted to other applicants for similar licenses in granting jurisdiction). The contractor shall provide prime source verification of education and current and previously held licenses. Copies of all medical licenses will be provided to the MTF/HRPs Credentials Coordinator prior to in-processing for duty and at the time each license is renewed.



Hours of Performance: The performance hours of the MTF are as follows:

  1. contractor HCP shall be required to work 40 hours per week. normal hours of work are Monday through Friday, between the hours of 0730-1630 (excluding federal holidays). The exact hours of duty will be coordinated between the Contractor and the COR.


All duty schedules will be provided to the contractor 15 calendar days in advance. The above timeframes are subject to change by mutual agreement of the government and the contractor. The actual schedule will be determined by the supervisor and is subject to change due to changing mission requirements. The contractor shall only be paid for actual hours worked. Hours scheduled for shifts do not include travel time Involved in reaching the medical treatment facility. The Contract HCP shall be rested and fully physically and mentally capable for performing the duties required under this contract. Compensatory time (comp time) is not authorized. Overtime is not authorized. Each time that services are performed during normal workdays and for scheduled on-call services, the contractor shall sign in the time of commencement/termination of services on a timesheet maintained in the location where services are performed.


Scheduling: The schedule or scheduling process is as follows:

The contractor HCP shall be required to work 40 hours per week. The normal hours of work are Monday through Friday, between the hours of 0730-1630 (excluding federal holidays). The exact hours of duty will be coordinated between the Contractor and the COR.


Contractor Travel: Reimbursement will not be provided for travel within a 40-mile radius of the

place of performance. Travel is not covered. Contract employees may work at alternate locations defined in 1.1; therefore, it will be necessary for contract employees to provide their own transportation to the other work centers.


Scope of Work:

Contract HCWs will be required to work on federally recognized holidays when on-call. Holidays. The following is a list of legal federal holidays as referred to elsewhere in the contract/task order. Contractor HCP may be required to work on legal holidays as determined by the Department Chief.


New Year’s Day, January 1st

Martin Luther King’s Birthday, 3rd Monday in January

President’s Day, 3rd Monday in February

Memorial Day, Last Monday in May

Independence Day, July 4th

Labor Day, 1st Monday in September

Columbus Day, 2nd Monday in October

Veteran’s Day, November 11th

Thanksgiving Day, 4th Thursday in November

Christmas Day, December 25th


Any of the above holidays falling on a Saturday will be observed on the preceding Friday; holidays falling on a Sunday will be observed on the following Monday. Any holidays that are declared by Presidential Executive Order shall be observed in the same manner as the holidays listed above.


HCW Duties: The duties for the HCW are as follows:

The contract HCP performs duties as a Psychiatrist with emphasis on problems of all levels of complexity and must come to the position with knowledge and experience providing treatment services in any capacity including, but not limited to intensive outpatient services, routine outpatient services, and consultation liaison services and must be well-versed to transition to any area as required. Treatments require very advanced knowledge and/or skill and selection from a variety of alternatives. The contract HCP makes recommendations on major diagnostics and treatment plans. The contract HCP provides continuing follow-up care for outpatients with acute and chronic disorders and complications of these disorders, such as psychosis, organic brain syndrome, substance abuse/addictions, etc. and provides psychiatric care for walk-in patients presenting with acute illnesses of minor and major proportions. The contract HCP directs Quality Assurance studies within his/her area of responsibility and makes decisions that have a serious impact on the lives of others, such as recommending hospitalization or determining a service member's fitness for duty or assessing and completing Medical Evaluation Board (MEB), Temporary Disability Retirement List

(TDRL) evaluations, psychological autopsies, sanity boards, command consultations, and other administrative processes as required and prepares reports of such evaluations according to applicable regulations. The HCP identifies patient treatment needs and arranges for a safe therapeutic outcome. Participates, supports, and assumes primary responsibility for specified assignments in Q.I. activities in the Psychiatry Service. The HCP demonstrates an understanding of requirements and benefits of TRICARE and can effectively communicate these to beneficiaries. The HCP prepares and maintains convenience file, outpatient medical record, and inpatient record documentation in accordance with service and SOPs. The HCP prepares case summaries and other correspondence in a timely and effective fashion.
